While I cannot say for sure, I think these proposed user fees are in anticipation of passage of any new legislation. It's not something FDA can do on it's own. If no new legislation passes, nothing will come of this at this point. It's anyone's guess whether a new version of the Safe Cosmetics Act (under that name or another name) will be introduced or revived anytime soon. It could happen -- with this being an election year and with the economy in the state it's in, well, let's jut say that my own personal opinion is that the chances are quite slim. But that's just my opinion ....
