I am eager to both make my voice heard and hear the opinions of other IBN members with regards to this new legislation. This is such an important issue and a call I hope we'll see a lot of colleagues join!

I have a number of questions that I hope can be addressed during your event.

• Is it not correct that the following will allow manufacturers to continue to keep their fragrances confidential as trade secrets?
  “(c) Petition for Information To Remain Confidential- (1) IN GENERAL- The Secretary shall create a process for an entity to petition for nonconfidential information described in subsection (a) to remain confidential if the entity shows that there would be a serious negative impact to the entity’s commercial interests if such information were disclosed to the public.”
• Will active ingredients (the ingredients in cosmetics that when added, make the product legally an OTC drug) be regulated in the same way as cosmetic ingredients since they do not seem to be addressed anywhere, the legally they are not 'cosmetic chemicals' any more.
• Since soap is not legally a cosmetic, will soap ingredients be covered by this bill?  Many soap ingredients are also cosmetic ingredients.
• The FDA just had their budget cut by millions…MILLIONS of dollars; how will this bill be funded?  The fees from registering will be far from sufficient to accomplish the broad requirments of this bill.
• On the Indie Business Blog (http://www.indiebusinessblog.com/safe-cosmetics-act-update/) it states:
• "All botanicals will be listed as what they are on the label and will not need to be broken down into their organic compounds."
  
  Where is that in the bill?
  
• "Also, the legislation will NOT require additional testing for products that use already tested, approved and labeled ingredients."
  
  I'm confused by this statement; approved by whom?  Since the FDA does not pre-approve ingredients (other than colorants) exactly what ingredients does this statement refer to and where can this be found in the bill?
  
• "All food-grade ingredients will be on the “Safe without limits list”."
  
  I also don't find that information in the bill -- where does it say this?  I also feel this is an unsafe law...menthol can be food grade and it is also regulated by the FDA as an OTC drug ingredient -- and there most certainly are limits!

The advocates for this bill state that the result will be banning "suspected hazards".  I'd like some representative of this bill, to list ten chemicals that will be banned as a result.
